Philippine gaming industry revenue to reach nearly $19 billion in first quarter of 2025

Land-based licensed casinos remain strong
Despite the rise of digital gaming, land-based licensed casinos continue to play an important role. These land-based casinos generated 49.28 billion pesos (about $890 million) in revenue in the first quarter, accounting for 47.32% of total GGR.

“Although land-based casinos have seen a slight decline in revenue compared to last year due to increased digital competition, the sector continues to show robustness and presence. Especially in tourism-driven areas such as Entertainment City and Clark, the performance of land-based casinos is crucial to the stability of the industry.”

These traditional casinos have long been the mainstay of the Philippines' gaming industry, especially in areas that attract local and international tourists, and are crucial to the continued development of the industry. PAGCOR said last year that it would promote the expansion of integrated resort casinos nationwide. Tengco revealed that a new property is scheduled to open in Entertainment City in 2025, projects in Cebu and Boracay are expected to start in 2026, and an economic zone in Central Luzon is scheduled to be launched in 2027.

PAGCOR-operated casinos contribute relatively limited contributions
Government-operated casinos directly managed by PAGCOR contributed 3.45 billion pesos (about 62.3 million U.S. dollars) in the first quarter, accounting for 3.31% of the industry's total GGR.

Although this proportion is smaller than that of licensed private operators and the expanding electronic gaming sector, it still reflects PAGCOR's dual role as a regulator and direct participant. Looking ahead, Tengco emphasized PAGCOR's commitment to guiding the development of the industry. "As the market changes, our regulatory framework must also adapt. Our focus remains on ensuring a safe, fair and responsible gaming environment while supporting innovation and economic growth."
